Supported by the National Science Foundation, The Gauss Research Laboratory was instituted at the University of Puerto Rico, Rio Piedras Campus in 1986. In 1989 the National Science Foundation awarded funds to Dr. Oscar Moreno for his project entitled "Support for the Participation of the University of Puerto Rico in the NSFNET," and the .pr domains were assigned to the Gauss Research Laboratory under the management of Dr. Oscar Moreno. Since then, the Gauss Research Laboratory has offered .pr domain services to national and International companies, organizations, and agencies.
Originally, the registration process took place via e-mail, with interested individuals completing forms that were processed as soon as payment for services was received. By November 2000 semi-automatic registration was introduced, making it possible to determine whether or not a domain was registered, and, if not, the domain was reserved for 30 day. Programs to simplify activation and management of domains were added, and files no longer required manual editing. By October 2001, a webpage was used with a database to provide the WhoIs service and to process domain renewals. As a result of the establishment of an administrative web page in January 2002, .pr domain staff could register, renew and modify domains, but payment for services required the use of checks. In August 2004, the first fully automated webpage was launched, enabling clients to register and to access, renew, or modify their accounts, and to pay for services via credit cards, wire-transfers, or checks.
